In saucepan, lightly brown noodles and rice in butter; stir often. Add remaining ingredients. Bring to a boil; reduce heat.
Cover, simmer 20 minutes or until liquid is absorbed. Stir often.
NOTE: ** Mixed dried vegetable flakes may be found in the spice aisle and often seen in bulk food stores. They usually consists of dehydrated flakes of onion, carrot, potato and celery. They also make a great addition to soups.
